War.gov Release 04 adds a fourth batch of UFO files

The new batch adds 23 Department of War UAP videos plus Project Sign and Blue Book records, 1955 CIA sighting analyses, the 1949 Los Alamos aerial phenomena conference, a 2015 Pantex Plant incident report, FBI correspondence, and NASA STS-80 imagery. Release 04 is indexed across the site so it stands apart from the earlier batches.
